This term refers to “Drug” and “Cosmetic” colors which have been approved by the FDA for use in drugs and cosmetics. FD&C colors have been approved for use in Foods, Drugs, and Cosmetics. All of these colors are toxic because most contain synthetic coal tar substances and Azo chemicals. In 1960 the Color Additives Amendment became a part of the Food, Drug, and Cosmetic Act. This amendment was to establish the safety of synthetic coal tar food and cosmetic colors once and for all. Years later, the FDA et al. are still arguing about these colors which jump on and off the provisional list. In 1985 the Public Citizen Consumer Group (begun by Ralph Nader) filed suit against the FDA in an effort to force them to make up their mind as to the safety of these chemicals, but we already know. They are dangerous, unnecessary, and toxic. Avoid them.
